RESOLUTION NO.1/26-ORG

ON

THE CURRENT SITUATION OF THE ORGANIZATION AND WAYS TO REDRESS IT

The Twenty-Sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development) held in Ouagadougou, Burkina Faso, from 15 – 18 Rabiul Awal 1420H (28 June to 01 July 1999),

Referring to Resolution No. 2/8-AF (IS) of the Eighth Session of the Islamic Summit Conference held in Tehran;

Recalling the Report No. ARAFA/1-98/Rep.1/Final of the Inter-governmental Group of Experts to Study the Report of the Secretary General on "the Current Situation of the Organization and Ways of Administrative Reform and Financial Adjustment";

Also recalling the Resolution No. 1/25-AF of the Twenty-Fifth Session of the Islamic Conference of Foreign Ministers; and

Having considered the Secretary General’s Report No. ICFM/26-99/ORG/D.1 titled the current situation of the Organization and ways to redress it,

1. Commends the Report submitted by the Secretary General on the Current Situation of the Organization and Ways to Redress it, including the full details of the rationalization measures he has taken to reform the Organization and upgrade its performance within the framework of the recommendations made by the Inter-governmental Group of Experts.

2. Requests the Inter-governmental Group of Experts concerned with the study of the current situation at the Organization and ways to redress to hold a meeting next year to follow up the study of the implementation of the proposals of the Secretary General on the subject as well as the remaining measures already recommended, including the question of setting up an Administrative Tribunal and a Pensions Fund and invites the member States to participate in this Meeting on the widest scale and at the highest level.

3. Requests the above-mentioned Inter-governmental Group of Experts to consider the possibility of implementing the four-year Multilateral Action Programme proposed by the Secretary General and requests the Secretary General to continue coordination with the Islamic Development Bank (IDB) within the framework of the contents of the Bank document on preparing the Islamic Ummah for the 21st century.

4. Requests the Secretary General to follow up this matter and prepare a Report thereon to be submitted to the 27th Session of the Islamic Conference of Foreign Ministers.

RESOLUTION NO.2/26-ORG

ON

THE COOPERATION BETWEEN THE ORGANIZATION OF THE ISLAMIC CONFERENCE AND THE UNITED NATIONS

The Twenty-sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development) held in Ouagadougou, Burkina Faso from 15 to 18 Rabiul Awal 1420H (28 June - 1 July 1999),

Having considered the Report of the Secretary General on the cooperation between the Organization of the Islamic Conference and the United Nations (Doc. ICFM/26-99/ORG/D-2);

Taking into account the desire of both Organizations to cooperate more closely in their common search for solutions to world problems, such as questions relating to international peace and security, disarmament, self-determination, decolonization and elimination of racial discrimination, fundamental human rights and the establishment of an international economic order for development;

Recalling the Articles of the Charter of the Organization of the Islamic Conference which encourage activities carried out through regional cooperation to promote the objectives and principles of the United Nations and the Organisation of the Islamic Conference;

Noting with satisfaction the strengthening of cooperation between the specialized agencies and other organizations of the United Nations system and the Organization of the Islamic Conference and its specialized institutions;

Noting also the encouraging progress made in nine priority areas of cooperation as well as in the identification of new areas of cooperation such as "Promotion of Development through Inter-cultural Dialogue";

Convinced that the strengthening of cooperation between the United Nations System and its agencies on the one hand and the Organization of the Islamic Conference and its institutions on the other contributes to the promotion of the objectives and principles of the Charters of both the United Nations and those of the Organization of the Islamic Conference;

Noting with satisfaction and appreciation the determination of both organizations to further strengthen the existing cooperation by initiating specific proposals in the priority areas of cooperation;

Noting also with satisfaction the meeting held by the Secretariats of the two organizations to establish a mechanism of cooperation in the political field;

Welcoming the results of the general meeting of coordination between the OIC Subsidiary Organs, Specialized and Affiliated Institutions on the one hand and the UN Organization and its Agencies on the other, held in Geneva from 13 to 15 June 1998;

Recognizing the need for genuine cooperation between the specialized agencies and other organizations of the United Nations System on the one hand and the Organization of the Islamic Conference and its specialized institutions on the other in the implementation of the proposals adopted at the coordination meeting of the Focal Points of the principal specialized agencies of the two organizations;

Recalling all resolutions adopted by Islamic Conferences and the resolutions of the United Nations General Assembly on the subject No.33/69 dated 15 October 1975, No. 44/8 adopted on 18 October 1989, No. 45/9 dated 25 October 1990, No.47/18 dated 23 November 1992, No. 49/15 adopted on 25 November 1994 and resolution No.51/18:;

1. Takes note with satisfaction of the Report No. ICFM/26-ORG/D.2 prepared by the Secretary General on the subject and the information and details contained therein reflecting the intensive activities carried out by the OIC within the framework of its relation with the UNO and other International and Regional Organizations.

2. Welcomes the active participation of the Organization of the Islamic Conference in the work of the United Nations in order to achieve the objectives and principles of the Charters of the United Nations and of the Organization of the Islamic Conference.

3. Requests the Secretary General in consultation with the Member States to consolidate the mechanism of cooperation with the United Nations system in the common search for solutions to global problems, such as issues of international peace and security, disarmament, self-determination, decolonization, the elimination of racial discrimination, fundamental human rights and the establishment of a new international economic order.

4. Urges the specialized agencies and other organizations of the United Nations system to broaden the scope of their cooperation with the Organization of the Islamic Conference and its various institutions, particularly by negotiating cooperation agreements, and invites them to multiply the contacts and meetings of the focal points in priority areas of interest to the United Nations and the Organization of the Islamic Conference.

5. Urges also the United Nations institutions, especially the main agencies, to provide increased technical and other forms of assistance to the Organization of the Islamic Conference and its specialized institutions in order to broaden the scope of their cooperation.

6. Reiterates its appreciation to the Secretary General of the United Nations for his continued efforts to strengthen cooperation and coordination between the United Nations and other organizations of the United Nations system and the Organization of the Islamic Conference to serve their mutual interests in the political, economic, social and cultural fields.

7. Requests the OIC Secretary General, in cooperation with the Secretary General of the United Nations, to encourage the convening of sectorial meetings in the priority areas of cooperation.

8. Expresses its appreciation for the efforts of the OIC Secretary General in the promotion of cooperation between the United Nations and the Organization of the Islamic Conference, and expresses the hope that he will continue to strengthen the mechanisms of coordination between the two Organizations.

9. Further expresses appreciation for the progress made in working out mechanisms of cooperation in the political field between the two Organizations and requests that consultations be held between them on a regular basis.

10. Requests the Secretary General to report to the Twenty-seventh Session of the Islamic Conference of Foreign Ministers on the state of cooperation between the United Nations and the Organization of the Islamic Conference.

11. Decides to include in the agenda of its Twenty-seventh session the item entitled "Cooperation between the United Nations and the Organization of the Islamic Conference".

RESOLUTION NO.3/ 26-ORG

ON

COOPERATION BETWEEN THE OIC AND INTERNATIONAL AND REGIONAL ORGANIZATIONS

 

The Twenty-sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development) held in Ouagadougou, Burkina Faso from 15 to 18 Rabiul Awal 1420H (28 June - 1 July 1999),

Welcoming the effort of the Secretary General to establish and maintain excellent cooperation with the relevant international and regional organizations;

Recognizing the excellent cooperation between the OIC and the League of Arab States and especially the symposium they jointly conducted on Al-Quds Al-Sharif in Cairo in March 1995; and the one on the inalienable rights of the Palestinian people held in Brussels on 24-25 February 1998.

Bearing in mind the cordial relationship between the OIC and the Organization of African Unity (OAU) characterized by exchange of views, consultations and reciprocal attendance of each others' Summit and Ministerial Conferences;

Noting the constructive relationship between the OIC and the Non-Aligned Movement (NAM) and the support the OIC receives from NAM especially in its effort to secure a lasting peace in the Middle East;

Also noting the excellent cooperation between the OIC and the Economic Cooperation Organization (ECO) since the two Organizations signed a Cooperation Agreement in September, 1994:

1. Notes with satisfaction the excellent cooperation between the OIC and the League of Arab States and urges the two Organizations to continue to jointly organize seminars and symposia on subjects of common interest to them and which are beneficial to their respective member states.

2. Also notes with satisfaction the efforts of the Secretary General to conclude cooperation agreement with the OAU especially because the majority of the OIC Member States are also members of the OAU.

3. Commends the continuing consultations held by the Secretary General with the Secretaries General of ECO and Arab Maghrib Union and calls upon the Organization to strengthen cooperation with these two Organizations.

4. Calls upon the Secretary General to reinforce the cooperation and understanding he established with the Non-Aligned Movement.

5. Invites the Secretary General to maintain and strengthen cooperation and coordination with all the said international and regional Organizations not only for mutual benefit but also for the well-being of the Member States and the Islamic World at large.

6. Requests the Secretary General to follow up the implementation of this resolution and to submit progress report thereon to the Twenty-seventh Session of the Islamic Conference of Foreign Ministers.

RESOLUTION NO. 4/26-ORG

ON

COOPERATION BETWEEN THE ORGANISATION OF THE ISLAMIC CONFERENCE (OIC) AND THE ECONOMIC COOPERATION ORGANISATION (ECO)

 

The Twenty-sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development) held in Ouagadougou, Burkina Faso from 15 to 18 Rabiul Awal 1420H (28 June - 1 July 1999),

Recalling the Memorandum Of Understanding (MOU) signed between OIC and the Economic Cooperation Organisation (ECO) at New York on 30 September 1994 granting observer status to each other on reciprocal basis;

Recalling further the MOU signed between Islamic Development Bank (IDB) and the ECO on 7th July 1993, in order to provide general framework to facilitate cooperation between the ECO and the Bank to promote sustained economic and social development of the States of Common Membership;

Bearing in mind the enlargement of ECO from 3 to 10 Member States in 1992 and the revision of the Treaty of Izmir (the basic Charter) in 1996 which will consolidate intra-regional cooperation, consultation and coordination in order to enhance economic, social and cultural development and also the ongoing measures aimed at the re-organisation and restructuring of ECO;

Convinced that the development and strengthening of their cooperation would be of mutual benefits to both Organisations, enhance cooperation among the States of Common Membership, and bring about better coordination and efficient implementation of their respective programmes:

1. Notes with satisfaction the emphasis laid down in the main ECO Documents such as Quetta Plan of Action, Istanbul Declaration, Economic Cooperation Strategy as well as the Ashgabat Declaration adopted by the latest ECO Summit in May 1997 for meaningful development of economic cooperation in priority areas of transport, communications, trade and energy;

2. Urges the specialised institutions and other subsidiary organs and programmes of the OIC System to continue their advisory services and technical assistance to the Economic Cooperation Organisation and its associated institutions in the attainment of their objectives;

3. Invites the relevant regional and international financial institutions to render favourable consideration to the ECO regional development projects and programmes and to extend all possible assistance and financial support in the implementation of these programmes;

4. Requests the Islamic Conference of Foreign Ministers to include in the agenda of its future regular meetings the item titled "Cooperation between the Organisation of the Islamic Conference and the Economic Cooperation Organisation";

5. Requests the Secretary General of the OIC to follow up the implementation of this resolution and to submit a progress report thereon to the Twenty-seventh session of Islamic Conference of Foreign Ministers.

RESOLUTION NO. 5/26-ORG

ON

SUPPORTING THE CANDIDATE FROM THE KINGDOM OF SAUDI ARABIA, DR. GHAZI AL-GOSAIBI FOR THE POST OF DIRECTOR GENERAL OF THE UNITED NATIONS EDUCATIONAL, SCIENTIFIC AND CULTUAL ORGANIZATION (UNESCO)

The Twenty-sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development) held in Ouagadougou, Burkina Faso from 15 to 18 Rabiul Awal 1420H (28 June - 1 July 1999),

Recalling the decisions of the Second (2nd) Islamic Summit Conference held in Lahore, Islamic Republic of Pakistan, in 1974, requesting all Member States to align their positions at the United Nations and all international organizations;

Having taken cognizance of the decision, by the Government of the Kingdom of Saudi Arabia, to designate His Excellency Dr. Ghazi ibn Abdul Rahman Algosaibi for the post of UNESCO Director General;

Referring to the welcome by the Conference of the Ministers of Education and Instruction in Arab States, held in Tripoli, Libya, for the candidature of H.E. Dr. Ghazi ibn Abdul Rahman Algosaibi for this post, and considering him a candidate from Arab States;

Referring also to the unanimous support of the League of Arab States for the candidate of the Kingdom of Saudi Arabia to this post;

Guided by the objectives of Islamic solidarity set forth in the OIC Charter;

1. Supports the candidate of the Kingdom of Saudi Arabia, H.E. Dr. Ghazi ibn Abdul Rahman Algosaibi, to the post of UNESCO Director General. It calls upon member States to back the said candidacy at the elections due to be held during the proceedings of the 157th Session of UNESCO's Executive Council in October 1999.

RESOLUTION NO. 6/26-ORG

ON

SUPPORTING THE RE-ELECTION OF Dr. JACQUES DIOUF AS DIRECTOR GENERAL OF THE UNITED NATIONS FOOD AND AGRICULTURE ORGANAISATION (FAO).

The Twenty-sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development) held in Ouagadougou, Burkina Faso from 15 to 18 Rabiul Awal 1420H (28 June - 1 July 1999),

Proceeding from the principles of Islamic solidarity and brotherhood contained in the Charter of the Organisation of the Islamic Conference;

Taking note of the decision of the Government of the Republic of Senegal to

present the candidature of Dr. Jacques Diouf for a second mandate as Director General of FAO;

Taking note of the decision of the 34th Summit of Heads of State and Government of the Organisation of African Unity, declaring Dr. Jacques Diouf the sole African candidate;

Considering that food and agriculture constitute two main roads polarizing the efforts of developing countries, in particular those of the Islamic Ummah, with a view to ensuring their socio-economic progress;

Expressing its great appreciation of the commendable efforts being relentlessly deployed by Dr. Jacques Diouf since he took office and the many initiatives he took to breathe new life into FAO; and

Noting with satisfaction, in particular, the results of the first World Food Summit held in Rome, in November 1996, at the initiative of the current FAO Director General;

1. Decides to support the renewal of the mandate of Dr. Jacques Diouf in the post of Director General of the United Nations Food and Agricultural Organisation (FAO).

2. Requests the Secretary General to ensure the required coordination for the effective implementation of this resolution.

RESOLUTION NO. 7/26-ORG

ON

SUPPORTING THE ELECTION OF THE CANDIDATE OF THE HASHEMITE KINGDOM OF JORDAN H.E. AOUN SHAWKAT AL KHASAWNAH FOR THE POST OF JUDGE AT THE INTERNATIONAL COURT OF JUSTICE, THE HAGUE

 

The Twenty-sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development) held in Ouagadougou, Burkina Faso from 15 to 18 Rabiul Awal 1420H (28 June - 1 July 1999),

Pursuant to the principles of solidarity and Muslim brotherhood provided for in the Charter of the Organization of the Islamic Conference;

Taking note of the decision of the Government of the Hashemite Kingdom of Jordan to nominate H.E. Aoun Shawkat Al Khaswnah to the post of judge at the International Court of Justice, the Hague;

Noting that the 111th Session of the Council of the League of Arab States supported the Jordanian candidate for this post;

Having also that no other candidates have been nominated for the post by any other OIC member States;

Taking note of the rich and long legal, governmental and diplomatic qualification and experience, which the Jordanian candidate has, as is clear from his Curriculum Vitae;

1. Supports the candidate of the Hashemite Kingdom of Jordan, H.E. Aoun Shawkat Al Khasawnah to the post of judge at the International Court of Justice at the Hague, and calls upon members States to support this nomination during the elections scheduled to be held for this purpose.

SUPPORTING THE CANDIDATE OF THE REPUBLIC OF THE SUDAN H.E. AMBASSADOR OTHMAN AL SAYED FADHL AL-SAYED FOR THE POST OF ASSISTANT SECRETARY GENERAL OF THE ORGANISATION OF AFRICAN UNITY FOR EAST AFRICA REGION

The Twenty-sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development) held in Ouagadougou, Burkina Faso from 15 to 18 Rabiul Awal 1420H (28 June - 1 July 1999),

Recalling the resolutions of the Second Session of the Islamic Summit Conference held in Lahore, Islamic Republic of Pakistan in 1974, requesting all Member States to coordinate their positions at the United Nations and other international organizations;

Having considered the decision of the Government of the Republic of Sudan on the candidature of H.E. Ambassador Osman Al-Sayed Fadl Al-Sayed to the post of OAU Assistant Secretary General for East Africa region;

Guided by the objectives of Islamic solidarity enshrined in the Charter of the Organization of the Islamic Conference:

1. Supports the candidate of the Republic of Sudan H.E. Ambassador Osman Al-Sayed Fadl Al-Sayed to the post of OAU Assistant Secretary General for East Africa region, and calls upon the OIC Member States, which are also members of the OAU, to support this candidature which will be considered during the meeting of the African Summit, scheduled to be held in Algiers, in July 1999.

RESOLUTION NO. 9/26-ORG

SUPPORTING THE CANDIDACY OF THE REPUBLIC OF TUNISIA AS A NON-PERMANENT MEMBER IN THE SECURITY COUNCIL

The Twenty-Sixth Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development), held in Ouagadougou, Burkina Faso, from 15 to 18 Rabiul Awal 1420H (28 June – 1 July 1999).

Recalling the resolutions of the Second Islamic Summit Conference held in Lahore, Islamic Republic of Pakistan, in 1974, calling on all member States to harmonize their positions in the United Nations and in all international fora;

Having been informed of the decision of the Government of the Republic of Tunisia to submit its candidacy to the position of non-permanent member of the UN Security Council;

Recalling the objectives of Islamic Solidarity as laid out in the OIC Charter, and the support of the Organization of African Unity (OAU) to the candidacy of Tunisia;

1. Supports the candidacy of the Republic of Tunisia as a non-permanent member in the UN Security Council for the years 2000 and 2001 as part of the two seats allocated to Africa, and calls on the OIC Member States and UN Member States to support this candidacy which will be examined during the 54th UN General Assembly to be held in New York in September-December 1999.

RESOLUTION NO.10/26-ORG

ON

SUPPORTING THE CANDIDATURE OF THE REPUBLIC OF MALI AS A NON PERMANENT MEMBER IN THE SECURITY COUNCIL

The Twenty-Sixth Session of the Islamic Conference of Foreign Ministers (Session of Peace and Partnership for Development), held in Ouagadougou, Burkina Faso from 15-18 Rabiul Awal 1420H (28 June – 1 July 1999),

Recalling the resolutions of the Second Islamic Summit Conference, held in Pakistan in 1974, which called on member states to harmonize their positions at the United Nations and other international fora;

Having taken note of the Government of Mali’s decision to apply for a non permanent seat at the Security Council;

Mindful of the objectives of solidarity enshrined in the Charter of the Organization of the Islamic Conference;

1. Supports the candidature of the Republic of Mali as a non permanent member in the Security Council for one of the two seats allocated to Africa, and calls on OIC Member States holding membership in the United Nations to support this candidature due to be examined at the 54th Session of the United Nations General Assembly in New York in September-December 1999.
